In Orissa there is no reason why people in a district should come to Bhubaneswar to get their problems solved. This negates the very notion of self- governance. In order to bring governance closer to people, ever y district will have a District Government with all necessary powers. All local governments will be empowered with funds, functions and functionaries. Orissa is a state of villages, 80% of the population are staying in rural village. Observing the social and economic states of rural people, one can easily ?nd out the acute poverty of the village. Many welfare schemes and programmes has introduced by Govt. for poverty eradication of the rural areas, but the people are not yet to get all sorts of the bene?ts provided by the government. Because people staying in villages do not know about the policies and guideline of Govt. scheme meant for their welfare. For which the bene?ciary`s are not getting the welfare services and only the elite groups who are involved in such welfare scheme are always bene?ted. The only reason for this is lack of proper information. So LNSP of Jajpur has been involving general people in its institutional revolution i.e. Power to people by ensuring a Citizen centered governance process that will establish the link between general population and the government. So to spread information on Govt. welfare scheme and programmes among the people of Jajpur district, intensive publicity was made through awareness.
